In the suit filed Friday against the city in Manhattan federal court, Jaime Torres and Rakesh Kalra complain the doubling up of parking tickets tucked under the cars’ windshield wipers violated their civil rights, city traffic regulations “and even NYPD’s own Patrol Guide” that directs “only one summons for the same violation, at the same location, on the same day.”
