On March 7, Cuomo issued an executive order limiting the workforce at non-essential businesses. No such restrictions were put on essential businesses, which included all construction. Thirteen days later, he issued another order and required all non-essential businesses to shut down. Essential businesses were allowed to continue, and, as a result, construction continued unabated.
