The law’s supporters note that without the Affordable Care Act, also known as Obamacare, more people would be uninsured. More than 1.7 million Illinois residents — nearly 14% of the state’s population — were uninsured, on average, between 2008 and 2010, according to the U.S. Census Bureau. By 2018, that percentage had been cut in half, to about 7%, or about 875,000 people.
