The White House guidance on determining whether a state is ready to ease social distancing measures dictates a 14-day downward trajectory in at least one of two measures: new cases of COVID-19 per day, or percentage of positive tests per day.

At the end of last week, 17 states did not meet either benchmark. Ten of those nevertheless had begun to reopen businesses and loosen stay-at-home restrictions: Alabama, Kentucky, Maine, Mississippi, Missouri, Nebraska, Ohio, Oklahoma, Tennessee and Utah.
