O’Dekirk, who is white, appears to grab 23-year-old Victor Williams Jr. of Lockport, who is African American, by the collar and forcibly walk him backward to a police vehicle. Williams’ brother, Jamal Smith, 28, of Crest Hill, then appears to jump on O’Dekirk from behind, and all three fall to the ground and are quickly surrounded by police.
