Man shoots three officers and takes family hostage – leading
to 18 hour standoff in Texas 1

CEDAR PARK, TX– A Texas gunman is in custody
after an 18-plus hour long standoff with the police, which began
when the suspect shot and wounded three officers during a domestic
violence call on Sunday.

After the shooting incident, the gunman barricaded himself and
held his mother, younger brother, and sister hostage. According to
police, the
incident began
at 3:10 p.m. on Sunday when his mother called
9-1-1 to say her son had kicked the door and was acting
aggressive.

During a
news conference
, interim Chief of Police Mike Harmon said that
when responding officers arrived on scene they were immediately met
with gun fire and taken to a local hospital to be treated for their
injuries. Luckily, all three officers were listed in stable
condition with non-life threatening injuries.

8:00am Update: We can confirm
that two of the hostages have been released. The suspect and one
other hostage remain in the home at this time.

Officers returned fire, but it is unclear if the suspect was
injured. According to reports, the suspect released his juvenile
brother and sister to law enforcement around 7:45 a.m. local time.
A family dog was also released at the same time.

The suspect kept his mother captive inside the home before
releasing her and surrendering peacefully to police just before 9
a.m.

9:00am UPDATE: The suspect and
last hostage have come out of the home peacefully. The scene will
continue to be active for quite a while as we investigate.

Even though all three hostages have safely been released from
the suspect and the suspect is in police custody, the scene will
continue to be active for quite some time as officers continue to
investigate. Chief Harmon said:

“It is our goal to bring this to a peaceful
resolution.”

Harmon also said that his department has a “history” at the
residence, but declined to provide further detail on what he
exactly meant. He also did not provide information about when
policed last visited the residence. He said:

“I’ve talked to his family members and I stressed
that we want to get him the help that he needs.”

Hostage negotiators were on scene and had been in regular
communication with the suspect throughout the standoff. Harmon
added that the suspect’s mother played a key role in
de-escalating the situation.

Both siblings as well as the mother were in “good health”
and unharmed following their release. They received medical
attention on scene.

SUSPECT SURRENDERS: Three Texas officers are recovering after
being shot in the line of duty and the man suspected of shooting
them has surrendered to police after a long standoff.

Harmon confirmed that while the suspect was barricaded in the
home, he had gone live on social media. He said:

“I have been made aware of that. I have not actually
seen those, but I guess at some point there was a Facebook Live
streamed by the suspect.â€

Allegedly, one of the videos showed someone pleading with a man
on the phone to go outside and get in the ambulance because he was
bleeding. The woman on the phone, who the suspect identified as his
sister said she did not want him to “bleed out†from an injury
he sustained on his arm.

The suspect is heard saying that seeking medical treatment
seemed like a good idea, but that it was not going to work like
that. Then, a woman standing hear the suspect interrupts the call
telling the suspect that he needs to answer a call from the police
department.

FOX 7 Austin
reported
that the injuries to the three officers included a
gunshot wound to the arm, a shot to the chest that was protected by
the officer’s bullet proof vest, and a graze wound to the head.
Two of the three officers that were injured were treated and
released. The third officer will be undergoing surgery.

Just left the hospital and all
3 ofc’s are in stable condition. The scene in Heritage Park
Subdivision is still active. Please avoid the area. Thank you to

Texas Governor Greg Abbott released this statement about the
incident:

“Our hearts are with the police officers who were
injured while protecting the Cedar Park community this afternoon.
We must never take for granted the service and sacrifice of our law
enforcement officers and the State of Texas stands ready to provide
the support and resources needed to bring justice to those
involved.â€

He added:

“I ask that all Texans join Cecilia and me in prayer
for these officers and for the safety of all law enforcement
officers across the state.â€

Officers from multiple agencies as well as medics and
negotiators were on scene during the long stand-off. The Texas
Department of Public Safety assisted along with officers from the
Round Rock Police Department, the Williamson County Sheriff’s
Office, the Texas Rangers, the Leander Police Department, the
Central Texas SWAT team, and the FBI.

According to police, the suspect is in his mid-20s and appeared
to be dealing with some mental health issues. No other details
about the suspect or situation are available at this time.

42-year-old suspect had planned for these explosives, police said

The man behind the explosives, according to police, is Ryan L.
McManigal. While McManigal was taken into custody after an armed
standoff on July 24th, police had been keeping an eye on him since
July 18th due to him allegedly sending threatening messages to a
local eatery.

On July 19th, police had gotten reports that McManigal was
witnessed pacing in his backyard while holding a rifle the previous
evening and that he may have shot out a street light.

According to a press release from the South Jordan Police
Department, they realized that McManigal was a prohibited possessor
of a firearm and were compelled to take action:

“After several days of working toward a resolution, we
determined the risk to the public and the area neighboring his home
outweighed any further delay in McManigal’s
arrest.â€

It was believed that McManigal was suffering from some sort of
mental crisis, and police dispatched members from the Mobile Crisis
Outreach Team at around 11:00 p.m. on July 23rd to ask McManigal to
self-surrender. However, the suspect declined to turn himself in
cooperatively.

When police deployed the SWAT team to enact an arrest, the SWAT
vehicle was reportedly greeted by McManigal with some gunfire,
according to the SJPD release:

“While a West Valley City SWAT armored vehicle
containing eight SWAT operators was approaching the front of the
residence, it came under heavy fire and was hit with numerous
bullets out the front door of the house.â€

After taking fire from the front end of the house, police tried
approaching the west side of the home and was once again met with
gunfire:

“On the west side of the residence a South Jordan
armored SWAT vehicle approached the home it also took several
bullets from a rifle.â€

McManigal eventually surrendered on the morning of July 24th and
police arrested him for numerous charges such as aggravated assault
targeting law enforcement, possession of a weapon by a restricted
person, felony discharge of a weapon and many other charges.

But police were in for a bit of surprise when they searched the
suspect’s residence after the standoff.

Several peroxide-based explosives in five-gallon tubs were
located inside the home. This prompted for an immediate evacuation
of the area, which was approximately 168 residences and over 30
businesses. The SJPD contacted the FBI bomb squad to assist after
the discovery.

While speaking about the incident, SJPD Lt. Matt Pennington
remarked on the homemade bombs located inside the home of
McManigal:

“We did not expect a pretty massive explosive device.
Some of the stuff I heard the agents and bomb techs throwing around
was that this is the most they had ever seen in
person.â€

Once authorities determined what components were used to create
these explosives, Lt. Pennington noted that it’s a scary concept
that most of what was used to create these explosives aren’t
difficult to attain:

“The scary part is … this is stuff that if you know
what you’re doing, you can go round up what you need and start
making it.â€

In the aftermath of the shootout with police, South Jordan city
spokeswoman Rachael Van Cleave stated that despite there being
exchanged gunfire between officers and the suspect, minimal damage
occurred outside of the damage sustained by the suspect’s
home:

“It could not have turned out better.â€

Authorities were able to safely detonate the explosives during
the evening of July 24th, and McManigal was booked into the Salt
Lake County Jail that same day.
