Last year, Albany passed the most aggressive climate legislation in the nation, which I was proud to support. But that law regulates only greenhouse gasses that warm the planet, not the combustion-related pollutants that cause smog and asthma in our neighborhoods. Last year, I started calling for changes to the new climate law and its flagship Clean Energy Fund, neither of which include local forms of air pollution. The same is true of New York City’s Local Law 97, which does not regulate local air pollution in any way, and even flatly exempts the use of diesel emergency generation from air quality regulation.
