In one significant way, however, Cuomo has failed grievously to meet the Lincoln marker, to address the ravages that the virus has inflicted on New Yorkers caught up, and working in, the state’s criminal justice system. He has dismissed virtually all calls to release people from state prisons that house over 42,000 individuals, many of whom the state could and should set free as an urgent matter of public safety in the midst of a killer pandemic. As of April 13, 139 incarcerated and 581 staff people in our state prisons had tested positive for the virus, more COVID-19 cases than any other prison system in the U.S.
