Festival producer Pepe Vargas, who is the executive director of the International Latino Cultural Center of Chicago, has retained a slate of 43 features and 38 short films. The work comes from all over Latin America, Spain, Portgual and Chicago; the features are paired, as usual, with a short, such as the 12-minute “Under the Skyway,” director Daniel Laboy Valdez’s 12-minute tale of brother against brother, shot in East Chicago with a sharp eye for landscape and faces — two essential building blocks for any filmmaker with a future.
