The sharing states could include Mississippi, Utah, Alabama, Minnesota, Arkansas, Iowa, Rhode Island, Maine, New Hampshire, Delaware, Kansas, New Mexico, Hawaii, Idaho, Nebraska, Montana, Alaska, Wyoming, Montana, North Dakota, South Dakota and West Virginia.
