To enter phase five, or full reopening, 50% of residents 16 and older have been vaccinated, according to the state, as well as stable or declining coronavirus metrics during a 28-day span. Where previous state COVID-19 regulations applied region-by-region, the bridge phase and phase five will apply to the state as a whole.
