At least 200 other petitioners for civil orders of protection in Cook County were in the same position as Kouk in recent weeks, unable to immediately receive paperwork after securing an order of protection, attorneys who handle these orders say. They took steps to appear for a hearing, sometimes missing work or fleeing a dangerous situation, only to be left without any proof of the order if they need to enforce it.
