The first phase, labeled 1A, includes health care workers and people living in long-term care, the latter mostly handled under a special federal contract with pharmacies. The next phase, 1B, is for anyone 75 or older, plus essential front-line workers such as police officers, firefighters, bus drivers and grocery store clerks.
