Johnson, a field training officer, was accused by COPA of several rule violations, among them failing to treat Kersh with “dignity and respect” by “dragging and/or carrying” Kersh without justification while he was unconscious; failing to activate his body camera on time; and making “false, misleading, incomplete, and/or inaccurate statements” by omitting that Kersh lost consciousness and claiming he was alert, according to Police Board paperwork.
