The number of confirmed cases citywide jumped 9.3% in just 15 hours and 15 minutes, from 20,011 on Wednesday night, heath data shows. But health officials have said the number of confirmed cases is likely just a fraction of all those infected in New York City, where many may not be tested or even show symptoms.
