According to WFLA, Sue Burgess, of Ridge Manor, near Tampa, won a Second Chance Lottery drawing in July. However, because coronavirus had closed Florida’s lottery offices, she was left with no other choice but to mail hereticket to the state’s lottery headquarters in Tallahassee.
