The announced plans are far from a reopening, and still include many restrictions, but nevertheless it signals a significant change from the status quo. Broward, Miami-Dade and Palm Beach Counties — the state’s hardest hit areas that include more than 6 million people — will not see any difference. But for Florida’s other counties, starting next week restaurants and retail spaces will now be able to let people inside, provided that they only hit 25% capacity and customers stay six feet apart.
