Lasso took office in May and has declared a state of emergency throughout the system twice, including Tuesday. The first emergency happened in July, when 100 prisoners were killed in various instances throughout the nation. Back in February, 79 people died the same day in riots at three different prisons. But Tuesday’s violence still stood out.
