“The NYPD’s going to play a crucial role, and other city agencies, in enforcement,” de Blasio said. “It means reminding people, educating people, warning people and, when necessary, saying, ‘Guys, you gotta create some distance here, we’re going to open this up, other people need to hold back so these shoppers can finish doing what they’re doing and get out of here.’ And obviously we don’t want to see lines where people are tight.”
