The callous comments happened in late July as Payne interacted with inmates in the presence of his own supervisor, USA Today reported. The supervisor immediately told Payne to stop, but one of the inmates who heard the comments later filed a complaint on behalf of the targeted inmate, leading to an internal probe, according to the paper.
