Start with basic geography. The worst-affected neighborhoods are Corona, North Corona, Jackson Heights and East Elmhurst. Outside that Central Queens cluster, the outbreak is worst in lower-middle-class outer-borough neighborhoods, such as southeastern Queens and the North Bronx. The lowest infection rates are in Manhattan, Northeast Queens and inner Brooklyn.
