In addition to naming his education chief, a source close to Adams said the mayor-elect is also expected to appoint former NYPD chief Phil Banks, David’s brother, to a top city hall position overseeing public safety; Lorraine Grillo, the former head of the School Construction Authority who is currently Mayor de Blasio’s pandemic “Recovery Czar,” is expected to get a deputy mayor role, while Frank Carone, a well-connected lawyer who represents the Brooklyn Democratic Party, is considered the likely pick for Adams’s Chief of Staff.
